Eng Maher Abu Samen was born in the city of Salt in the year 1957. He graduated from its high school in the year 1975 , and moved on to obtain a degree in Architecture from the university of Boukharist in 1982 . He worked for construction and contracting firms functioning in the private sector until the year 1989 whereby he headed the departments of project management. He then moved on to become part of government accounting divisions and eventually he was appointed to be the head the Municipality of Salt.

On May 23rd 2001, Eng Maher Abu Samen was appointed as the head of committee of Municipality of Grater Salt. This decision was made by the Prime Minster's office and based on need to restructure the Committees of the Municipalities of Jordan.

He was soon after that appointed as the head of the committee of all the Municipalities of Jordan, which are part of the United Cities International Unit , and he was also elected as the head of the Salt sports club in the year 2000, as Honorary president for the Municipality of Greater Salt employees club , as member in both the broads consultants & executive committees of the state of Balka , as member of the board of the institute of the reconstruction of Salt, as member in the Applied Salt university , and last but not least as a member of Al-Ahlia University .

He participated in several exhibitions and conferences locally and internationally, and was awarded the honorary Doctorate in the field of Management and International relations from the Royal University in Ireland alongside several medals from local and international institutes.
